NSW Local Government Profile (NSWLG)

In 2019 the NSW State Government approved the use of their baseline Capability framework for use with NSW Local Government executives.

The basic Framework covers five groups or clusters of capabilities (e.g. Relationships) and within each cluster there are four capabilities (e.g. Work Collaboratively).

The key feature of the profile questionnaires is that an individual's 'Job Role Description' determines the required 'level of capability' against which they will be assessed from 'Intermediate'; 'Adept'; 'Advanced' to 'Highly Advanced'.

In consequence the New South Wales 'Local Government Capability Profile' (LGCP) was jointly developed by the Centre for Public Management (CPM/AIM) and Team Leadership Services (TLS) with permission and support from Local Government NSW (LGNSW). It is a 360° feedback tool designed to provide practical information on a Manager/leader's capabilities as seen in the context of a Local Government Capability Framework (adapted from the NSW State version).

As with the baseline NSW State 360 there are 20 Capabilities within the five Capability Groups. However, this LGNSW profile has a flexibility advantage of allowing the client to be selective.

In advance a client can cause a specific 360 to be designed to reflect the specific needs of a particular manager/leader or a particular initiative with many managers. In other words, a client can choose from the 20, all or only those which reflect the goals of their programme (or the strategy of their cultural journey).

Any one individual will have a mix of 'levels of capability'. For example, they may have a role that requires that they need to operate at the 'Highly Advanced' level for 'Manage Self' but at 'Adept' level for 'Finance'. Thus, each participant subject completing this profile will have completed a tailored questionnaire and therefore receives a bespoke profile feedback report.
